荒漠化防治系统的内散外敛型组织模式研究

文章紧扣荒漠化地区水资源稀缺及有限的事实、水资源在荒漠化防治中以及社会发展中的战略意义,从困扰荒漠化防治的固沙与保水的矛盾出发,深入分析了这对矛盾的社会转化,从个体治理与整体治理的冲突追溯到个体利益与整体利益的矛盾,进而追溯到现有的荒漠化防治组织模式的弊端,在此基础上提出了“内散外敛”型组织模式,并结合西部的发展定位对此模式应用于荒漠化防治的可行性进行了分析。
