| 摘 要： | 当前我国节能减排的形势十分严峻，已经成为国内外关注的焦点。虽然影响我国节能减排的原因较多，但节能减排的政策和法规不到位是重要原因。本文讨论国际上解决节能减排问题的成功经验，并由此得出对我国尽快解决节能减排问题的启示。

| Abstract: | China now finds itself in an urgent circum- stance of energy-saving and emission-cutting,which has be- come major concerns home and abroad.Of many causes that impair China's energy-saving and emission-cutting endear- ours,imperfection of the corresponding policies and meas- ures is the primary reason.This paper discusses successful international practice on energy-saving and emission-cutting, and hereby draws lessons for China's reference. |
