高等教育经费紧缺的原因及对策

经济建设必须依靠科学技术，教育是科技进步的基础，实施科教兴国是历史的必然选择。目前，教育要优先发展所面临的突出问题是经费紧缺，日益加重的教育经费供需矛盾制约着高等教育的发展。主要是教育事业费中消费基金的加快增长，物价上涨过猛，高校多渠道等措教育经费的格局尚未形成，内部管理上的差距等原因所致。解决这些问题，首先是国家必须尽快加大对教育的投入，真正落实发展教育的各项政策，这是解决经费紧缺的主要条件。其次对高校自身来说，则需发挥自身教学科研的优势，加快人事、后勤等方面的管理改革，强化办学的成本核算，建立支柱型的校办产业，这是解决经费紧缺的必要条件。

In Order to deal with thoseproblems, first, the goverment must immiditly increase the investment in education and implement the various policies for dereloping education, which are the main conditions to resolve edu canonal expenditure shortage. Second, university itslf should give full play to itself's advantageof education and scientific research, quicken management reform of personnel and real--servicematters, strengthen the cost accounting of run an university, and set up university--run enterprise which have the great futures, which are the essential conditions to resolve the problems ofeducational expenditure shortage.
