金属矿产综合利用示范基地建设规划编制思考

我国首批矿产资源综合利用示范基地建设规划目前正处于审批实施阶段,有关规划的重点内容、主要目标和任务的确定显得更加重要,为促进本轮规划编制实施的顺利进行,为下轮规划提供经验借鉴,今后,在基地规划的编制中要体现超前理念、规划目标要充分考虑矿种的特殊性、主要任务要具有可操作性,同时在规划编制单位选择上要选择具有一定的研究水平和经验的权威机构,在规划编制方法上采取企业和科研院所充分结合的方式,使规划既有理论研究高度又能与企业发展实际相结合。

Thinking Deeply about the Planning for the Demonstration Base Construction of Metal Mineral Comprehensive Utilization

The planning for the first demonstration base construction of mineral resource comprehensive utilization in China is currently in the implementation stage for examination and approval,so defining the key content,major goals and tasks with regard to planning appears important.This paper mainly proposes some measures for improving the base planning: the advanced concept should be reflected;the particularity of minerals should be fully considered in making planning goals;the main task will be operable;the authoritative organization which has a certain research level and experience should be chosen for planning;in terms of methods of planning we should fully integrate the enterprises with research institutes,so that the planning not only has a theoretical research level but also be based on the real development of enterprises.
