民族地区公共服务能力解释结构模型研究

当前学界对政府公共服务能力的研究已逐步深入，但尚存不足。如重宏观轻微观，要素抽取随意性大以及对民族地区公共服务能力讨论过少。针对以上不足，文章运用系统分析方法ISM建立了“民族地区公共服务能力解释结构模型”．该模型可让管理者从投入到产出的动态过程中，掌握公共服务能力的形成和提高，了解各要素与系统功能的关系。
