低碳视角下发展上海海洋经济的思考

应对气候变化、发展低碳经济已经成为当今世界的共同选择。海洋凭借丰富的资源和巨大的碳汇能力，发展低碳经济大有可为。21世纪是海洋开发的世纪，上海是我国重要的滨海旅游和港口贸易城市，理应担负起我国海洋经济发展的重要角色。本文拟从上海海洋开发利用出发，分析低碳视角下发展海洋经济的意义与可行性，并提出了初步的思路与政策建议。

Development of Marine Economy in Shanghai from Low-carbon Perspective

Developing low-carbon economy has become the common choice in today＇ s world because of climate change. With a wealth of marine resources and huge carbon sink capacity, the development of low-carbon economy is promising. The 21 century is the century of ocean develop- ment. Shanghai is an important coastal city of tourism and port trade that should take an important role in the develop- ment of marine economy. This paper startting from the Shanghai Ocean development and utilization, analysises the significance of the development of marine and feasibility of low-carbon economy, and put forwards preliminary ideas and policy proposals.
