| 摘 要： | 黑龙江省产业结构问题突出,第三产业比重低,第二产业长期徘徊不前:产业间关联不紧密;技术水平不高;软化特征不明显。为改变这一局面,应建立以产业结构高级化为中心的公共政策体系;建立以高新技术产业为中心的科技创新体系;建立以加强产业关联为中心的特色产业体系,进而实现黑龙江省产业结构的高级化。

| Abstract: | There exist serious problems in Heilongjiang industrial structure-the proportion of tertiary industry is small and the development of the secondary industry is slow;the industrial correlations are loose,the technical levels are low,and the softening characteristics are not obvious.To change this situation,we should establish public policy system focusing on industrial structure updating,scientific and technological innovation system focusing on high-tech industry,and featured industrial system focusing on strengthening industrial correlation to promote the upgrading of Heilongjiang industrial structure. |
