Promotions and wage discrimination in the federal government: Evidence from H.E.W.

Abstract:This paper extends previous empirical studies of racial and sexual wage differentials in the federal government by analyzing the role of promotions in the creation of these wage differentials. It is found that in the subsample of federal workers analyzed, differences in promotion rates are a significant factor leading to wage differences by race and sex.
