北京市财政管理制度建设现状分析及问题研究

北京市制定了一系列支持经济发展、支持公共服务发展为主的制度,财政制度建设与时代发展的脉络高度一致.但按照建立现代财政制度的要求还有很多路要走,如现阶段还存在着制度体系不够健全、立法质量不高、制度制定不够规范等问题.针对这些问题,本文提出了完善制度体系建设、提高立法质量、规范管理等建议.

Present Situation of Financial Management System Construction and Relevant Research on the Problems in Beijing

The construction of financial systems in Beijing is in accordance with the reality development. The municipal government has founded the basic system framework on the basis of the public finance, stipulated a series of systems supporting economic development and public service development, and taken flexible policy measures to support Beijing's economic and social development. There is a long way to meet the requirements of the systems. Many problems still exist, such as imperfect systems, poor legislation quality and irregular system regulations. As for this, the paper provides related suggestions.
