中国农村医疗保障制度变迁原因及其启示

近60年来我国农村医疗保障制度的变迁历程表明,农村医疗保障制度每一个阶段的变迁不仅与国家宏观的制度安排、政策规定及其变化有着深刻影响,而且医疗卫生服务机构及个体思想观念的变化也影响着医疗保障的发展变化。在建设与完善我国新型农村医疗保障制度的过程中,政府、医疗卫生服务提供方、需求方三者之间都应各负其责。

The process of changes of china's rural medical security system since sixty years showed that for each phrase of change,rural medical security system was influenced not only by the country's macro-institutional arrangements,policies and regulations and its changes,but by changes of medical and health service organizations and individual ideas.In the process of constructing and improving China's rural medical security system,government,medical and health service providers and demand-side should assume their respective responsibilities between the three.
