Abstract: | Agricultural economists are increasingly involved in development planning. Variability in the success of agricultural development projects raises questions about some fundamental concepts; which are re-examined in this paper. In particular, questions relating to the motivation to change, the speed of change and the relationship between technological and institutional change are discussed. |
