市场手段与政府管制的环境保护策略使企业与政府成为环境保护的两支基本力量，但是二者的终极目标并非保护环境，不能从根本上维护社会及其成员的环境利益，而环境保护非政府组织则以保护环境为根本目标。在实践中，它具有推动环境法律与政策发展、维护环境污染受害者利益、提供信息与咨询服务、提高公众环境意识的积极作用。当然，环境保护非政府组织也有其消极作用，它自身的发展也面临问题。

On Non-Governmental Organizations for Environmental Protection: The Third Rising Force

Strategies for environmental protection by way of market means and government control have made the enterprises and government become the two basic forces in protecting environment. However, both enterprises and government do not take environmental protection as their ultimate aims and therefore cannot safeguard interests of society and its members in environment. In practice, environmental protection is the principle goal of non-governmental organizations, which will promote development of environment laws and policies, protects interests of victims of environmental pollution; provides information and advisory service and fosters the public awareness of environment protection. At the same time, non-governmental organizations will exert some negative influence as well as encounter problems in the course of development.
