民间资本发展与收入增长源泉

提高占人口绝大多数比例的中低收入者的收入水平是实现消费需求不断增长的基本前提，而中低收入者的收入主要来源于劳动收入而不是财产收入，随着政府投资在整个社会投资中所占比重的下降，民间资本的发展成为广大居民获得就业机会并实现收入稳定增长的重要基础。而民间投资不足，已成为目前制约我国居民收入增长、消费增长乃至整个经济持续增长的重要因素，对此应进行多方位政策调整，有效启动民间投资。

The Development of Non-governmental Capital and the Source for Income Growth

The essential prerequisite for realizing the constant growth in consuming demand is to enhance the income standard of law and middle income sources which constitute the majority of population. The income sources of low and middle income earners mainly come from the labour income instead of property income. With the decreasing proportion of governmental investment in the total social investment, the development of non-governmental capital has become the im- portant foundation for people to get the employment opportunities and obtain the steady income growth. The inefficient non-governmental investment baa become the vital factor that restricts the income growth, consuming growth as well as the sustainable economic growth. So multi-dimensional policy adjustments should be made accordingly in order to liberalize the non-governmental investment.
