农业大省开展农业循环经济的制约因素及对策分析

农业大省开展农业循环经济存在着农业资源短缺、农村面源污染严重、农业废弃物综合利用率低、农业科技水平低、农业劳动者文化素质低等问题。其制约因素主要是经济发展水平低所带来的"财政瓶颈"、农村金融体系不完善、法律法规不健全、农业循环经济评价指标体系及考核监督机制缺失。因此,农业大省开展农业循环经济应首先着力强化财政支持力度,尤其是加大中央财政对农业大省的转移支付力度,建立政府主导的农村政策性金融体系,不断完善农业经营制度,加快循环农业相关法律法规及评价指标体系的制定。

Restricting Factors and Counter Measures of Big Agricultural Province Carrying out Agricultural Circular Economy

There exist many problems faced by big agricultural province in the process of carrying out agricultural circular economy,such as serious shortage of resources,serious area-source pollution,lower utilization efficiency of agricultural waste,lower level of agricultural science and technology,lower cultural quality of agriculture laborers and so on.The main constraints include financial bottleneck,inadequate rural financial system,lack of the law and the evaluating index system.Therefore,big agricultural province should strengthen the financial support,especially increase central finance transfer payments to big agricultural province,establish government leading policy financial system in rural,improve the agricultural management system,accelerate laws and evaluating indicator system's formulation about agricultural circular economy and etc.
