新型城镇化进程中的普惠性金融结构优化

党的十八届三中全会和中央城镇化工作会议对城镇化转型提出了顶层设计和系列要求。在推进新型城镇化进程中,探讨农村二元金融结构及其普惠性优化对于破解城镇化的资本约束、建立城镇化的投融资体制机制具有十分重要的价值。通过分析长期制约我国农村发展的金融结构约束问题,提出基于平等、安全、包容性、均衡化的农村普惠金融服务和产品能有效提高城镇化进程中的农村资本供给效率,并在此基础上提出了农村普惠性金融的四维功能和农村普惠性金融的优化结构。

Research on the Inclusive Financial Structure Optimization in the Process of New Urbanization

The Third Plenary Session of the 18th CPC and The Central Working Conference on Urbanization put forward urbanization transformation series of top-level design and requirements .In the process of advancing the new urbanization ,this paper discusses the important value of the rural dual financial structure and its general optimization in cracking the capital constraint in the urbanization and setting up the urbanization mechanism of investment and financing system .By analysis of the long-term financial structure constraint to China’s rural development ,this paper proposes that the rural inclusive financial services and products based on equality ,safety ,inclusiveness and equilibrium can effectively improve the efficiency of rural capital supply in the process of urbanization .T herefore ,it advances the four dimensional functions of the rural inclusive finance and the optimization of the rural inclusive finan-cial structure .
