我国中央企业的成长特征与战略重组研究

成长是企业永恒的主题,重组是企业成长永恒的主题。公司重组是破解成长难题、实现企业做大做强的有效途径。2006年,中央政府开始加大力度推行中央企业重组,解决中央企业做大做强问题。时至2009年,与世界优秀企业相比,中央企业不大不强的特征依然十分明显,制约企业做大做强目标实现的问题还未得到根本有效解决。面对国际产业升级、产业融合的趋势和经济发展方式转变的背景,进一步加大中央企业战略性重组力度,提升重组效率水平已成为现阶段中央企业改革的关键。本文在对中央企业成长特征和重组现状分析的基础上,提出了若干促进中央企业战略性重组实现中央企业做大做强目标的基本思路。

An Analysis on the Growth Feature and Restructuring Strategy of China's State-Owned Enterprise (SOEs)

Growth is the eternal theme of enterprise, and restructuring is the eternal theme of enterprise＇s growth. Restructuring is an effective way to overcome the barriers of enterprise＇s growth and realize the goal of becoming a bigger and stronger enterprise. In 2006,the China＇s central government began to push forward the restructuring of SOEs. However, until 2009, compared with the best enterprises of the world, the features of SOEs＇ being neither big nor strong were still obvious, and the barriers of SOEs＇ growth had not been effectively overcome yet. Facing with the situation of international industrial upgrading, the trend of industrial integration and the shift of the way of economic development ,the China＇s central government should reinforce the restructuring of SOEs and improve the efficiency of restructuring which is the key of current reform of SOEs. Based on the analysis of the growth features and current situation of SOEs＇ restructuring ,this article puts forward some ideas to promote the strategic restructuring of SOEs and realize the goal of making SOEs bigger and stronger.
