从服务型政府的视角推进我国政府职能转变

作为我国行政改革的一项根本性议题,转变政府职能还没有取得根本性突破。由于没有寻找到一个合理的剪裁标准,致使我国政府的职能转变总存在收收放放和某种程度的彷徨。而服务型政府的提出和建设正好为我国政府职能转变提供了这样的一个契机:从服务型政府出发来重构我国政府的现有职能。这必将实现我国政府职能配置的科学化。文章从五个方面探讨了实现这种转变的措施。

Transforming the government''''s functions in the perspective of the public services oriented government

transforming the government's functions as a fundamental subject in China's administrative reform has so far not yet obtained a break-through advance.Due to lack of a reasonal criteria,such a reform has been swinging between enlargement and contraction of the government's functions.The idea on the services oriented government provides a right opportunity for transforming the government's functions on this regard.In other words it sets down a starting point for the reform and make it possible to restructuring the government's functions according to the scientific view of points.This paper explores in this direction with respect to five aspects.
