社会化养老服务资源转移中的社区治理创新——以苏州沧浪区葑门社区治理中的居家养老服务为对象

在养老服务社会化的过程中,服务资源如何有效地组织并转移到养老人的手中是关键步骤。社区治理是一个传统的政府工具,实践证明通过创新它也可以发展成有效的资源转移工具。文章首先在前人政府工具研究的基础上发展一个在转移社会化养老服务资源这一政策领域里适合分析政府工具选择创新的分析框架,接着借助这个框架,并结合苏州沧浪区政府的创新实践,从养老服务资源转移供给的角度分析该领域社区治理的特征与创新,最后期望给相关实践以启示。
