| 摘 要： | 汶川大地震唤起了人们对以地震险为代表的巨灾保险更多的关注。发行巨灾债券可以减小巨灾对保险业的冲击，实现灾后有效救济。具有扩大再保险公司承保能力、改善投资者投资组合结构等优势，通过巨灾债券的发行与交换，进一步培育我国金融市场，促进保险中介服务机构、资信评级公司的成熟发展，完善法律、会计、税收以及巨灾风险统计资料的收集制度，建立完善的定价系统。
