| 摘 要： | 从公共安全科技创新与产业发展的需求看，我国构建公共安全科技体系具有重要性和紧迫陛。从汇聚人才、制订标准、专业投资、投入产出、利益分配等关键环节，有针对性地提出如何运作公共安全科技机构对策，有助于为建立相关领域的国家或区域级研究公共安全科教机构提供理论参考。
