精明增长：城市边缘区土地集约利用新思路

城市边缘区作为城市空间扩展的后备资源,却受到城市空间肆意侵占、生态景观破坏、耕地迅速锐减、环境污染等问题的严重困扰,＂精明增长＂理念为城市边缘区土地集约利用提供了一种可供探讨的新方向。从＂精明增长＂的产生背景出发,分析了＂精明增长＂的基本内涵,阐述了目前＂精明增长＂在城市发展实践中可供借鉴的基本模式和实现措施。应该说,＂精明增长＂中设置城市增长边界、TOD发展模式、废弃地再利用等观点,增强了城市边缘区土地集约利用的实践性和可操作性。

Smart Growth:a New Inspiration to Land Intensified Utilization in Urban Fringe Area

As precious reserve resources for urban expansion,the utilization of urban fringe area still has some problems,such as wanton urban spreading,excessive cultivated land loss,serious eco-environment pollution.Now the notion of the smart growth may supply a new direction that will be favorable to the intensified utilization of urban fringe area.Through analyzing the development background of smart growth theory and its connotation,this paper generalizes some useful modes and application for city development.In fact,some ideas in smart growth,such as urban growth boundary,TOD development mode and discarded land reutilization,enhances the possibility of practice and operation in land intensified utilization.
