| 摘 要： | 随着经济的发展，反映在环境方面的外部性已经成为一个不容忽视的问题。分析比较了西方经济理论中关于控制环境方面负外部性的两种观点；探讨了现阶段中国解决外部性问题的政府行为所应具备的特点。
