论中小企业发展循环经济的制约因素及其对策——以江苏常熟中小企业为例

中小企业作为发展循环经济的主体，面临着成本增加、市场和政府失灵、技术落后、企业布局分散等方面的制约。要推动中小企业发展循环经济，必须利用各种经济手段，形成循环经济发展的激励机制；采用政府推动和企业主导相结合的办法，构建循环经济发展的技术支撑体系；按照循环经济理念搞好工业固区的规划和建设，优化企业布局。

Inhibiting Factors on Small Enterprises' Developing Cycling Economy & Its Countermeasures——Taking Small Enterprises in Changshu, Jiangsu Province as an Example

As chief member of developing cycle-economy,medium and small enterprises are facing some restriction from increasing cost,malfunction of government or market,backwardness of technology and dispersive layout.In order to prompt medium and small enterprises to develop cycle-economy,we need to use some economic means to establish prompting system for developing of cycle-economy.;to construct technology-sustained system by combining government-prompting and enterprise leading;according to the concept of cycle economy to make a good job for constructing of industrial park and to optimize enterprises' layout.
