以科学发展观为统领全面建设天津节水型社会

水资源日益短缺的矛盾,已成为制约天津城市发展的重要因素之一。多年来,天津市从战略、安全和可持续发展的高度,按照科学发展观的要求,始终把节约用水作为一项长期坚持的战略方针常抓不懈．确定了建设节水型社会的奋斗目标并积极付诸实践,努力把节水工作贯穿于国民经济发展和群众生产生活的全过程．初步形成了“政府调控、公众参与,总量控制、计划管理,经济调节、指标转让,法制保障、科技支撑”的节水新机制,基本满足了生产和生活用水的需求,促进了经济和社会的协调发展。

Learned by scientific development view for water-saving society establishment in Tianjing

Increasingly scarcity of water resources has become a major constraint for urban development of the Tianjing municipality. For many years, Tianjing municipal government has regarded water conservation as a strategic policy and long-term task, so as to ensure security and meet the requirement of sustainable development. Water-saving society establishment is defined as target and put into practice in its economic and social development and improvement of peoples' lives. A new water-conserving mechanism of "government regulation, public participation, total quantity control, planning management, economic regulation, quota trading, guarantee of legal system and support of science and technology" is formed, which basically satisfy the needs of industrial and domestic water use and promote a coordinated development of its economy and society.
