华北地区新生代农民的土地意识变迁——基于对河北省北榆林村和西葛村的调查

由于社会的变迁,与父辈相比,两地新生代农民的土地意识有鲜明的时代特征;又由于两地经济发展水平和社会人文条件不同,新生代农民的土地意识又存在地域差异。总体而言,华北地区新生代农民对土地的多功能性认识充分,但体会不深刻;耕地保护意识得到普遍确立,但粮食安全理念被忽视;土地流转以不失去与土地直接关联的粮食直补、农资综合补贴、良种补贴、农机具购置补贴政策收益的自发租赁流转为主,主动实现土地财产价值的流转意识不强;认同土地公有观念,但土地权利意识逐步增强;土地维权法律意识强,土地纠纷解决方式理性化。

Changes of the New Generation Farmers' Land Consciousness in North China: Based on a Survey in Beiyulin Village and Xige Village in Hebei

Due to the change of society, compared with their parents, the new generation farmers＇ land consciousness in the two areas has distinctive characteristics in different times, while there is regional diversity in the new generation farmers＇ land consciousness because the two areas＇ economic level, social and cultural conditions are different. Altogether, the new generation farmers in North China fully recognize the land versatility but fail to profoundly realize it. The cultivated land protection consciousness has been generally established, however, the food safety concept is neglected. Land circulation gives full priority to spontaneous lease circulation. This circulation＇s earnings are in the form of direct grain subsidy, comprehensive agricultural subsidy, seed subsidy and farm machinery purchase subsidy policy that is directly associated with the land. Their consciousness in realizing the circulation of land property values is weak. They identify concept of state-owned land but gradually increase the awareness of land fights. They have strong legal consciousness to protect the land rights, and the land dispute resolution is rational.
