| Abstract: | The promotion of ＂Excel in Performance＂ activity refers to an important measure to strengthen and expand the re- suits of learning and practicing the Scientific Outlook on Development, which is also a regular work of improving the construc- tion of Party＇s grassroots organizations and a effective carrier of improving Party＇s construction of cutting-edge as well.
