由于受到初始条件,尤其是转轨前经济和政治状况的制约,转轨中的路径选择在各国间具有很大的差异.转轨经济学方法论上的局限造成了在转轨效益评价中的诸多错误认识.转轨是经济史上的一次革命,转轨的根本目的是效率的改善,应该从长远的视角、通过发展模式转型看待转轨效益.目前评价转轨效益的制度指标和生产量指标都有自身的缺陷,因此应该寻求更加中性的并且可量化的指标.以转轨时期产业结构的改变作为评价指标度量效率的改善程度,可以对不同国家在转轨效益上的差异进行解释.

Efficiency Improvement, Development Transformation and Transitional Performance

There are major differences among countries in their choice of path in transition due to the constraint of initial conditions, especially that of pre - transition economic and political conditions. Transitional economics is limited in its methodology, resulting in misunderstandings in the evaluation of transitional performance. Transition is a revolution in the economic history and its fundamental purpose is improvements in efficiency; we should look at transitional performance from a long - term perspective and judge it by development model transformation. The existing institutional and production indicators of evaluation are flawed, and there is a need to seek more neutral and quantifiable ones. This paper measures improvements in efficiency by changes in industrial structure in the transitional period and accounts for the differences in transitional performance in different countries.
