新时代高校科研评价改革创新路径研究

高校科研评价不应仅注重科研成果产出量,更应将其作为高校科研创新能力、人才队伍培养、学科专业建设等方面的基础性工作。然而当前高校科研评价存在评价主体“行政化”、评价内容“同质化”、评价手段“单一化”、科学成果“货币化”、科研创新“停滞化”等问题。为此,运用系统性思维探讨新时代高校科技评价的创新机制,分析高校科研评价的深刻内涵、困境,提出科研评价的“四新”要求,探索新时代高校科研评价体系的创新路径。

Research on the Innovation Path of Scientific Research Evaluation Reform in Colleges and Universities in the New Era

The evaluation of scientific research in colleges and universities should not only focus on the output of scientific research achievements, but also take it as the basic work of scientific research innovation ability, talent team training, discipline and specialty construction. However, there are some problems in the current scientific research evaluation of colleges and universities, including the "administration" of evaluation subject, the "homogeneity" of evaluation content, the "simplification" of evaluation means, the "monetization" of scientific achievements, and the "stagnation" of scientific research innovation.Therefore, systematic thinking is used to discuss the innovation mechanism of scientific research evaluation in colleges and universities in the new era. The profound connotation is analyzed, reflecting on the dilemma. The "four new" requirements are put forward, and the innovative path of scientific research evaluation system in colleges and universities in the new era is explored.
