| 摘 要： | 我国中小企业融资困境的一个重要原因是不存在一个能给其成长提供多元化融资的非正式金融。因此，不能仅仅将其视为“非法”活动加以限制，而应在建立相关制度进行规范、严禁非法金融活动、防范金融风险发生的基础上，鼓励发展各种非正式金融机构，建立非正式金融服务体系，有效缓解中小企业的融资缺口。
