服务型政府:为谁服务,服务什么,怎样服务

为推进我国服务型政府稳健、有效地建设,必须明确服务型政府为谁服务、服务什么和怎样服务这三个基本问题。服务型政府应以服务于公民、社会组织、社会、市场为宗旨和导向,以有限、有效地生产和提供公共服务为任务和职责,并针对不同类型的公共服务分别采用相应的制度安排形式,通过不断创新服务的方法、技术和手段,由以政府为主的多元化服务主体共同实现服务型政府的各项使命。
