1978年以来中国乡镇企业发展的历程回顾与现状解析

改革开放以来,政府的经济体制变革和政策规划导向成为推动乡镇企业发展的主要动力。在中国社会主义市场经济体制的构建和完善过程中,乡镇企业凭借灵活的经营方式和较低的运行成本,依靠粗放型增长,成为国民经济的重要组成部分和农村经济增长的主要贡献力量。当前,乡镇企业面对的环境问题、成本问题以及创新问题日益突出。有鉴于此,亟须加快乡镇企业的产权制度改革,加大人力资本投资,加强产业集群建设,建立促进清洁生产的绿色支撑体系,以实现乡镇企业的增长方式从粗放型向集约型的转变。

Analysis on the Development of Chinese Township Enterprises Since 1978

Since the opening and reform,the economic system change and policy guidance have become the main power to push the development of China’s township enterprises.During the building of China’s socialist market economy system,township enterprises made great progress by flexible management mode and low cost.However,township enterprises are facing with a lot of problems,such as environmental problem,cost problem,and innovation problem.So,it is necessary to speed up property right system reform,increase HR investment,build industrial cluster and clean-product system,and transform extensive growth to intensive growth.
