| 摘 要： | 目前，我国城市养老保险存在着诸多问题，主要是统筹养老保险基金缺乏法律约束机制，缺乏运作前提，社会化程度低和覆盖面窄等，亟待需要改革。改革的主要方向是：建立全国养老保险网络，养老保险的征、管、用三分离，建立多层次的养老保险和完善社会保障体系等。

| Abstract: | Currently, there are many problems in urban endowment insurance system in China. The usage of endowment insurance fund lacks of legal limitation. The social extend is low and covers narrow area. The main directions of reformation are: establishing the national endowment insurance network, separating the collection, management and use of endowment insurance fund, establishing the multi-level endowment insurance and social insurance system. |
