The paper expounds the connotation of organizational slack and its characteristics, and analyzes the potential limitation of published literatures which interpreting the source of organizational slack. The paper suggests a new forming view of organizational slack and argues that resources absorbed by business process consist of activated demands and the organizational slack which includes two dimension: potential use and efficiency. Because managerial bounded-rationality under making new business decision, the learning effects sourced by repeated decision-making could make managers and workers find organizational slack and to find its new usage through technology innovation.
