中央银行信息沟通策略的国际比较与分析

近年来，各国中央银行为了引导和管理市场预期，获得公众对货币政策的理解和支持，提高货币政策的可信度和强化自身的责任感，越来越重视与公众在货币政策目标、货币政策决策和货币政策操作方面的信息沟通。由于各国中央银行所处的体制和环境不同，客观上存在着信息沟通的不同策略。这种差异化的信息沟通方法，既是中央银行对信息沟通所带来的收益与风险进行权衡的考虑，也是取得更好的沟通效果的需要。为进一步提高货币政策透明度，我国中央银行应注重信息沟通的制度化建设，制定更加适合我国国情的信息沟通策略，在此基础上探索和创新更加有效的信息沟通方法。

International Comparison and Analysis on Communication Strategy for the Central Banks

In recent years, to guide and manage of market expectations, gain understanding and support for monetary policy from the public, enhance credibility of monetary policy and strengthen their sense of responsibility, various central banks have put increasingly high premium at information communication with the public on the monetary policy objectives, monetary policy decision - making and operation of monetary policy. Because of different regime and environment for various central banks, there exist objectively different information communication strategies. These differentiated information communication methods, are not only a consideration for the central banks weighing the benefits and risks resulted from information communication, but also a need for a better communication effect. In order to further enhancing transparency of monetary policy, China＇s central bank should focus on the institutionalization of information communication building, developing more appropriate information communication strategies adaptable to the conditions and reality of China, on this basis, exploring and innovating more effective way of information communication.
