论经济危机下的政府行政成本控制——以政府行政法治化成本控制为视角

政府成本的状况,是影响一个国家或地区未来社会经济发展的极其重要因素。20世纪80年代初期以来,各国的公共行政部门由于“规模”过于庞大,行政效率低下,浪费了过多的紧缺资源而备受批评,合理节约有限资源,控制行政成本成为政府行政关注的主要焦点。当前,国际金融危机开始加速向实体经济侵蚀,全球经济陷入衰退,国内经济环境也随之不断恶化。同时,我国也正处于法治化发展阶段,各级人民政府的行政权力已逐步纳入法治化轨道,而如何以尽可能少的耗费实现政府行政法治化正是我国法治化的基本前提和保障,因此,必须通过对政府行政法治化过程中的直接法治成本、机会法治成本以及法治社会成本进行合理控制。

On the Controlling the Cost of Legalization of Government Administration--In the Perspective of Confrolling the Cost of Legalization of Government

With the establishment and development of legalization of government administration, these is a more important problem about how to evaluate the government activities of management of social public affairs and public service. This paper bases on controlling the cost of legalization of government administration by controlling explicit cost, opportunity cost and social cost to improve efficiency of the government.
