西方社区治理中的公民参与——从登哈特新公共服务理论实践谈起

社区治理是目前学术界研究的热点问题,公民参与是社区治理的本质要求。它是新公共服务理论在社区建设中的实际运用,是社区健康发展的“加速器”,有利于增强公民对社区的归属感和认同感。通过分析登哈特笔下新公共服务理论实践的案例可以看出,强有力的地方领导、行政官员角色的转换、培养积极公民,构建公民与政府之间的积极合作关系,是实现西方社区“善治”的关键。

Citizen Engagement in Western Community Governance --From Applicotion of Denhardt＇s New Public Service Theory

Now community governance is a hot spot in academic circle. Citizen engagement is the essence of community governance. It is the pratical application of New Public Service Theory, and is the facilitator promoting the development of community. It does good to cultivate citizens＇ sense of belonging and community identity. Through the analysis of the case of New Public Service, the writer draws a conclusion that building harmonious and cooperating relations between citizens and government is the critical factor for ＂good governance＂ in western community.
