论公安科技创新系统主体的界定及其功能定位

公安科技创新直接关系到科技强警战略的实现，整个创新活动需要一定的主体来承担，公安院校、公安科研院所与公安科技类企业因其各自的属性不同，在公安科技创新活动中承担着不同职责。研究认为，公安科研院所应当转制化为企业，成为公安科技创新的主体。

On Main Bodies of Public Security Science and Their Function and Technology Innovation System Orientation

Public security science and technology innovation is related to the realization of strategy strengthening police by science and technology. The whole innovation activities need some bodies to carry out, they are inventers, implementers and transformers of public security science and technology productions. Public security academies, public security science research institutes and enterprises engaging public security products have different duties on their shoulders because of their different attributes. The results showed that public security science and technology institutes should be transform their system into enterprises to be science and technology innovation main body.
