| 摘 要： | 产业规划环评是高于园区规划环评的一种评价体系.产业规划环评主要解决产业落到某一区域的环境合理性问题,而园区环评是解决产业落地后在园区内部的布局合理性问题.结合对重庆产业规划环评与园区规划环评的认识,总结了产业规划环评的一般步骤、评价的重点内容及产业规划环评与建设项目环评的区别,分析了从事产业规划环评的难度,提出了从事产业规划环评的几点建议.

| Abstract: | Industrial planning EIA is an assessment system which is higher than industrial park EIA,EIA is mainly to solve the environmental rationality problem before an industrial planning is carried out in a specific region,while the industrial park EIA is mainly to solve the layout rationality problem when an industrial planning is carried out in a specific industrial park.Based on the understanding of industry planning EIA and industrial park EIA in Chongqing,this paper summarized the general steps of the industrial planning EIA,the key elements of the assessment,and the differences between industrial planning EIA and specific projects EIA,meanwhile,it has analyzed the difficulties to deal in industry planning EIA and proposed a few suggestions about it. |
