论美国金融监管模式的改革趋势及对我国的借鉴意义

美国于1999年11月通过的《金融服务现代化法》第一次以立法的形式正式废除了长达60年之久的分业经营模式，同时确立了与美国混业经营特点相适应的伞型监管模式，支持了美国金融业的繁荣。但是随着金融创新的不断涌现和风险的快速传递，该监管模式制也越来越多地暴露出一些问题，对此各界提出了各式各样的改革建议。2008年3月29日，美国财政部终于公布了改革蓝图，其主要的改革建议包括短期和中期的改革建议。顺应全球协调、统一监管标准已成为美国金融监管模式的改革趋势，这对于我国也无疑有着强烈的借鉴意义。

The Trend of Financial Supervision System in America And Its Lessons to China

The Service Act of 1999 of the U.S. was passed in November 1999, marking the end of dividing supervision which had a history as long as 60 years in a legal way. The act also established the um brella supervision which worked really well with the financial integration, and played an important role in the prosperity of finance in America. However, as financial innovation and transmission of risk came into existence in the financial market, more and more problems erupted in the financial supervision system, which aroused different suggestions from all sectors. On March 29th 2008, the U.S. department of treasury announced the format of its future form, including the proposals of reformations both in the short term and medium term. The financial supervision system in America has become more coordinated with the global trend and its supervisory criteria are unifying. All of these characteristics, without a doubt, are great lessons to our country.
