论通货膨胀目标制在中国的构建

通货膨胀目标制作为一种货币政策框架，自1990年新西兰率先实行以来，取得了令人瞩目的成就。文章在回顾前人研究的基础上，结合我国经济发展现状和特点，探讨了通货膨胀目标制在中国实施的可行性、必要性和构建思路等，认为在当前流动性过剩、货币政策可靠性变差的条件下，加强货币政策各层面的透明度建设，强化央行责任，积极推动中国货币政策调控模式向通货膨胀目标制转变是一种可能的理性最优选择。

The Study on the construction of Inflation Targeting in China

As a formwork of monetary policy, Inflation Targeting has made great success after first conducted by New Zealand in 1990. This paper explores the framework＇s feasibility, necessity and construction ideas in China on the basis of studying the former research, combining the economic condition and feature of china. The conclusion is as follows： In the condition of excess liquidity and poor monetary policy reliability, it is a possible rational optimal choice to enhance monetary policy transparency at all levels, to strengthen the central bank＇s responsibility and to actively turn China＇s monetary policy regulation model into the framework of Inflation Targeting.
