| 摘 要： | 构建“资源节约型、环境友好型”社会，必须充分发挥政府的宏观调控职能，结合经济社会的现实状况统筹考虑。文章以辽宁为例，研究分析辽宁在构建“资源节约型、环境友好型”社会过程中存在的各种问题，并从观念创新、制度创新、技术支持、政策倾斜、法律保障等多方面入手，提出相关对策及建议。

| Abstract: | We must bring government＇s macro-control functions into play, and combine economic and social reality of the overall considera- tion for the construction of resource-saving and environment-friendly society. Taking Liaoning as an example, this article deeply studies its construction of a resource-saving and environment-friendly society, and proposes and suggestions from the aspects of innovation, system innovation, technical support, policy toward legal protection, and other multi-pronged approach. |
