摘    要:加快人才流动是我国实施人才强国战略的一个重要目标。人才流动是否合理对人才流动效益的发挥产生重要影响。本文采用来自全国30个省份13345份样本对我国气象科技人员的流动状况和流动规律进行实证研究,发现影响气象科技人员流动的主要影响因素,为进一步制定合理的流动机制和激励政策提供依据。

Abstract:It is a vital target of the strategy of reinvigorating china through human resource development to promote the rapid flows of talents. The rationality of the talents flowing will influence the talents flow efficiency seriously. We use the 13345 samples to analyze the flow condition and flow rule of meteorological science and technology personnel in China. We try to find the major influence factors of the influencing the talent flow in order to make rational flow mechanism and incentive policy.
