| 摘 要： | 知识经济时代是“以人为本”的时代，“人本”理念影响着社会工作和生活的各个领域，这是时代的进步、人文环境的改善。本文试图从部门预算的编制、执行和管理过程中捕捉人本理念，对部门预算工作的重要作用，从而倡导和谐的团队精神是做好部门预算工作的基础。
