| 摘 要： | 新型农村合作医疗制度全面推进以来，受到了广大农民群众的普遍欢迎，取得了明显的成效，但在实施过程中也产生了一些新的问题。面对新农合全面推进的新形势，重点分析全面推进过程中面临的新问题，并提出完善的对策建议，对于实现农村合作医疗制度的科学发展、可持续发展具有十分重要的意义。
