| 摘 要： | 产业结构转型转变的是经济效益增长的类型,产业结构升级是产业结构根据经济发展的历史和逻辑序列从低级水平向高级水平的发展。产业结构转型升级的路径主要产业内和产业间两种,不是简单地转行业。目前关于这一问题存在转型升级口号论、科技马甲论、高科技路线论、传统产业无望论、立竿见影论等诸多误区,对实际工作不利,需要纠正。在推进工作中,要求政府出台实施符合企业利益要求的政策,锻造一批具有较强创新能力的产业集群,以产业链长、带动力强的大项目带动园区发展,打造好珠三角地区商品和要素流通平台,干部知识结构转型升级。
