我国低碳经济综合评价——基于驱动力-压力-状态-影响-响应模型

根据科学发展观的内涵,基于"驱动力-压力-状态-影响-响应"(DPSIR)五因素模型框架,构建了低碳经济综合评价指标体系。采用层次分析法,对2007年我国30个省(自治区、直辖市)的低碳经济进行综合评价。结果显示:我国省域低碳经济发展水平总体上呈由西部向东部逐渐提高、由北部向南部逐渐提高、局部地区表现突出的格局;经济发展水平、资源禀赋及其利用情况和政策扶持力度等因素决定了各地区的低碳发展水平;中、西部地区的低碳经济建设是我国低碳发展的关键。

Comprehensive Evaluation on Low Carbon Economy:Based on Driver-Pressure-State-Impact-Response Model

According to the connotation of scientific outlook on development,this paper constructs the evaluation index system of low carbon economy based on driver-pressure-state-impacts-response(DPSIR) framework.And it comprehensively evaluates the low-carbon economy development capabilities of 30 provinces in 2007 by using AHP method.The result shows as follows:the development capability of provincial low-carbon economy shows a pattern of east gradually higher than west,and south gradually higher than north,and hopping in some areas;economic development level,resource endowment and policy support decide the development level of low carbon economy;the construction of low carbon economy in mid-west is the key in China.
