关于资源成本意识理论的探析

从本质上讲,资源成本就是人类为满足对资源的需求所付出的代价。资源成本的大小取决于资源需求的程度和资源供给的难易程度。资源成本是资源价值的核心,要降低资源价值就必须从降低资源成本上下工夫。资源成本的变动有主观和客观两个因素:主观上取决于人类对资源的开发和利用程度;客观上取决于自然环境对资源供给产生的影响。树立资源成本意识,把握资源成本的变动及其规律,合理开发和节约利用自然资源,这对实现可持续发展战略非常必要。

Discussion on the Theory of Resource Cost-Consciousness

The paper argues that in essence,resource cost is what the human beings pay a price for meeting the demand of resources.The volume of resource cost hinges on the scale of resource demand and on whether the resource supply is easy or not.Resource cost is the core of resource value.If we want to reduce resource value,we must put in a lot of efforts on decreasing resource cost.The paper analyses the reasons that are behind in the change of resource cost: from the subjective factor,the change depends on the scale of resources exploitation and utilization,while from the objective factor,it depends on how the natual environment influemces the resource supply.Finally,the paper points out that fostering the consciousness of resource cost,grasping the law of changes in resource cost,rationally developing and economizing on the use of natural resources,is necessary for realizing the strategy of suatanable development.
