绿色金融的内涵、机理和实践初探

在国家实施节能减排硬约束、推进资源节约型和环境友好型社会建设的新形势下,绿色金融应运而生,正在成为一种创新的环境经济政策。本文基于近年来绿色金融理论实践的研究成果和最新进展,界定了绿色金融的基本内涵,分析了绿色信贷、绿色保险、绿色证券、绿色风险投资等四种主流模式,系统研究了绿色金融对节能减排的作用机理,进而对我国绿色金融实践中凸显或潜在的突出问题进行了深入探讨,有针对性地提出了推进绿色金融又好又快发展的政策建议。

A Probe into the Connotation, Mechanism and Practice of Green Finance

In the new situation in which the state implements the compulsory restriction on saving energy and reducing emission,promotes the construction of a resource-saving and environmentally friendly society,green finance emerges as times require and is becoming a creative environmental economy policy.On the basis of the research achievement and latest development of the theory and practice of green finance in recent years,this paper defines the basic connotation of green finance,analyzes the four mainstream modes of green credit,green insurance,green security and green venture investment,researches the mechanism of the function of green finance on saving energy and reducing emission,probes deeply the obvious and latent problems in the practice of green finance in our country and puts forward the policy suggestions on promoting the well and fast development of green finance.
