| 摘 要： | 诚信缺失行为的本质是利益侵害。无论是在市场交易领域还是在公共物品供给的政治过程,不守信行为不能得到应有的惩罚与遏制,其巨大的负面示范效应必然会扩散开来,出现劣币驱逐良币现象,导致社会诚信的生态危机。社会诚信建设至关重要的是利用人类自身对利益的理性衡量和评估,构建利益约束机制。我国应有效推进社会诚信建设,特别是健全社会行为主体的信誉制度、完善公共权力运行的问责制度、强化公共舆论的监督作用。
