试论公共选择理论对我国行政伦理建设的启示

公共选择理论用经济学的“经济人”假设来分析政府及其行政人员行为，行政人员的行政行为具有“经济人”理性、行为选择的“个体主义”倾向和行政人员价值、行政组织目标的“特殊利益”定位。应以公共管理选择理论为借鉴，通过正视政府“自利”本性、建立“私利”与“公利”共客机制和加强公民对行政权力的监督与制约等措施进行行政伦理建设。

The Effect of Public Choice Theory on the Establishment of Chinese Administrative Ethics

Public choice theory utilizes the ＂economic person＂ hypothesis in economics to analyze the government and its administrative act. It points out that the administrative person＇s behavior is guided by the rationality of ＂economic person＂ and ＂individualism＂ tendency in acts of selection. Administrative person＇s values and the objectives of the organization focus on ＂special interest＂ . China＇s public administrative ethics construction should be strengthened by learning public choice theory, facing up to the ＂ self - serving＂ nature of government, the establishment of the total capacity mechanism of ＂selfish＂ and ＂public＂ interests and strengthening citizen＇s supervision of the administrative power.
